They're not like aches or wounds; they're more like splits in the skin that won't heal because there's not enough material. | | | | | | |  | | | | 한국, PSI 참여 (Seoul Joins PSI) |    | South Korean officials recently announced that the country would join the U.S.-led Proliferation Security Initiative (PSI). The decision was announced following North Korea's April 5th rocket launch that sparked international concern and criticism. South Korea had been considering joining the nonproliferation campaign for some time but said the rocket launch made it clear that there was no reason to wait any longer.
"The government has decided to approve the principle of PSI to cope with the serious threat posed by weapons of mass destruction and proliferation of missiles to world peace and security," said South Korea Foreign Affairs and Trade Ministry spokesman Moon Tae-young. "However, the Seoul government will keep a maritime agreement between the two Koreas."
The PSI was created in May of 2003 with the global intention of stopping the trafficking of weapons of mass destruction. Now that South Korea has joined, the PSI has 95 members. After signing the PSI, South Korean President Lee Myung-bak spoke with U.S. President Barack Obama and Australian Prime Minister Kevin Rudd to discuss a more practical response to North Korea.
North Korea violated U.N. Security Council Resolution 1718 when it launched a rocket in April. While North Korean officials claim that the rocket was a part of its official space program, the international community saw it as an aggressive act to test its nuclear weapons and frighten its enemies.
"North Korea conducted a nuclear test and fired missiles, and thus no cause or justification can further delay the timing of Seoul's PSI participation," said official presidential spokesman Lee Dong-kwan.
One day after South Korea's announcement, the North fired two shortrange missiles toward the East Sea from Hamhung, South Hamkyong Province. The missiles had a range of 130 kilometers each. The first was surface-to-air while the second was surface-to-ship. Experts say that the missile shooting was an act of retaliation against South Korea's move to join the PSI.
